I have a 8 mo old Shih Tzu Female and just purchased a 7 wk old Male Shih Tzu. What should I be aware of?

When do I know when the older Pup is hurting the younger one. When they play it seams like Cookie (8mos, Female) tosses around Chewy (7wk, Male).
