When the government is in caretaker status, do the schemes they spend on get halted?

Like at the moment with the Rudd-Gillard government - when they are in caretaker status, do things such as the National Broadband Network get halted until they are reelected? What would happen if they are still constructing it in Tasmania (or wherever they have started) and the Coalition scraps it?
