Can a Landlord withhold Security b/c they say you broke the lease terms- even though you were never evicted?

The Landlord was very neglegent in doing any repairs for the apartment, but complained about everything. i had a month-to-month lease, so i gave 30days notice and now she's trying to hold my security deposit, saying that i broke the lease b/c i had company over with a dog. According to the lease, i cannot have guests or other pets living there but no one else lived there and the other dog was verbally approved by her to come over occasionally. Also, she gave me verbal permission to paint the rooms since they were painted horrible colors. Now she is hiring a painter to paint over some black trim I painted in one of the rooms b/c she doesn't like the color and she is trying to deduct the $$ from my security. She NEVER specified what colors I could or could not use, in fact, she was there when I was beginning to paint the trim & didn't have a problem w/it. Also, I was due my security deposit within 7 days of vacating, per my lease, but have yet to receive a dime. Is any of this legal?
